Andrei Lyapchev

Andrei Tasev Lyapchev was a Bulgarian politician, a prominent representative of the Democratic Party. Andrei Lyapchev was born on November 30, 1866 in the town of Resen (Vardar Macedonia). He studied in the Bitola, Thessaloniki and Plovdiv. He graduated financial and economical science from universities in Zurich, Berlin and Paris. After his return to Bulgaria he worked in the Ministry of Finance. He had an active contribution to the Macedonian liberation movement. He was one of the leaders of the Democratic Party. He was a deputy in the 14th (1908-1911), 16th-19th (1913-1923) and 21st-23rd (1923-1934) National Assembly. He was the leader of the Bulgarian delegation that singed Thessaloniki armistice on September 29, 1918. In March 1923 along with the other ministries of the cabinet of Alexander Malinov was indicted by the State Court for the Second National Crisis. He participated in the Tarnovo council (September 1922), and was arrested and put into prison. He was one of the leaders of the Constitution Block and fought against the Cabinet of Alexander Stamboliyski. After the Military coup d’etat held on June 8, 1923 he was liberated and took part in the establishment of the Democratic Union, becoming one of the his leaders. As a head of the Council of Ministers (1926-1931) he held a flexible internal policy, and the foreign affairs were directed mainly to rapprochement with the European counties mainly the Great Britain. He made easier the foreign financial capital access to Bulgaria. He help including the country in the stabilizing plan of the Financial Committee at the League of Nations, which helped Bulgaria receive two loans (1926, 1928). Lyapchev was one of the founders of the Democratic Union (1932) and headed a faction that opposed the fascist programme of Alexander Tsankov. Andrei Lyapchev died in Sofia on November 8, 1933.
